It is universal because Newton's law of universal gravitation is a law of nature, which means anywhere in the universe the same law of gravity would apply. Universal means it's the same equation anywhere in the universe. This is not to say that gravity is the same everywhere, as it's not. This is to say though that the gravitational constant, or G, is the same constant everywhere. Sort of like the speed of light is the same everywhere.

Which means as the distance increases the gravitational force decreases. Gravitational force is universal because it doesn't matter how far apart the objects are or how small or large the masses are there is an attractive force between the two objects. However, note that two objects that are an infinite distance away from another there is a gravitational force acting on them. But the force is so small that it is thought of being zero because it's value is so close to zero.
