Typically an analog computer whose signals are represented by varying vacuum levels. One common use of these was in gasoline powered vehicles (where the carburetor supplied vacuum) and they controlled things like timing advance and cruise control. Electronic digital embedded control computers have made these obsolete.

One could build digital computers that represented binary values as vacuum (1) or no vacuum (0), but I have never heard of any.

Perhaps you left out a word and meant "What is a vacuum tube computer?". These were the first generation digital computers, built from the 1940s to ~1958 when transistors replaced vacuum tubes in digital computers.
