A VCD is a video CD-ROM. Same format as audio CDs except instead of encoding audio the disk holds encoded video and audio. The format is pretty much extinct now, but most PCs and DVD players will still play them if they are inserted.

any cd can hold video data but it will not be in DVD format, it will be in VCD, MPEG, AVI etc. DVD format, which is VOD, has large file sizes.
The DVD format is simply more widespread than the VCD format; more people have equipment that plays DVDs.
VCD format is already an MPG. It is only masked. Open the VCD in your computer and look for the DAT files (.dat extension), all you have to do is change the extension from .dat to .mpg, that's it, play them.
