The air will rise into the upper bottle in bubbles while the water splatters and drips down into the lower bottle. No vortex is formed.
Water would be better. They are both equally effective at forming a vortex, but at least the water won't smell if the bottle leaks.
The glitter helps emphasize the circular motion in the water and simulates the flying debris found in a real tornado.
Does the tornado move faster or slower near the center? If I place beads in the water tornado then I will see them move faster near the vortex because the tornado has faster moving water near the center.
There will be no noticeable difference. The salt will dissolve and you will have salt water.
