Could be that he is shy. He could be using these behaviors as a cover for not being able to communicate on a one-on-one level, preferring to deal with people in groups. However, it was a number of years since I was in middle school (and shy), so it might be that at that time, I had not learned that coping strategy.

It depends wether or not you guys are friends. If you don't really know each other i think that would be a little weird, but if you are friends that should eliminate most of the wierdness. If you don't know her, it would be better to get to know her and then ask her out.
It depends on what kind of girl she is. If she is a tomboy follow the steps bellow ;)1. If she hangs around you a LOT (I mean a lot! If she wants to hang out for a day that's no biggy).2. It seems as though he might not know how to deal with the situation either except sit and stare at you and wonder what he should do about it (probably nothing soon)!Difficult as it might be, get in first and put the wierdness aside; be brave and tell him you need to talk to him and explain that you do like him but that value his friendship too much to let other feelings ruin things. Just say you miss how things were and you got a bit confused (if you want things back how they were) OR just get it out there in case you have the same case of "like" that could go undiscovered!!You could find that he might open up and let on that he's been feeling the same. have a random book to write story snatches. write short stories, or fill multiple books with a longer story. i have a small black book just for short stories (volume 3!) i also have my on the go book, to take with me and write down fleeting thoughts, diolougue snatches,and ideas. then i copy it into my master book at home! MASTER WRITING BOOK: have a book to stay at home, and write down all your story ideas, titles, descriptions, thoughts that can start a story, character ideas, or happening to you that could turn into a story. then when you need inspiration, flip through your book, instead of poring through ALL your books and diaries. all your story ideas right in one spot! i decorate mine and jot down one sentence or so per idea, character, random line, true happening, diolouge snatch, title, what ifs etc. YOU DO NOT TAKE THIS WITH YOU AND WRITE WHATEVER! THOSE ARE FOR OTHER NOTEBOOKS! them you copy the into your master book. or else you have to sift through to find ideas. heres a example of a page title idea! Under the Bridge of Caltisporia character: Yami the Snail. hates being a snail. something i heard at MacDonald: She said she would get me a lizard for Christmas instead of a flamingo. story starting though: What if a blind person was in a gas station when it got held up? what would she hear/ feel/ taste, since she cant see a thing? how would she react? how did she know it was being held up? how did she get there? what does the people do if she doesn't get down on the ground since she doesn't know whats going on? what happens to her? plotline. mouse that hates cooking, in a family of cooking mice, gets sent to a cooking school and has to work in the kitchens. messes things up, stumbles on a mystery. happening: my shopping cart got rammed by a little kid pushing a cart, her mom running down the aisle trying to stop her. setting: a dungeon with giant pencils character/ plotline: Rasira. new school, gets teased for her name. etc. have fun, and leave on your desk to grab when you need a idea! for a random one, i made my "state of confusion" book, where i write wierdness and sludge. sometimes i stumble upon a idea, and copy it in my master book.
