My guess is that your note doesn't say "1000 TblCRYA Pygnen", but rather "1000 ТыÑÑча Рублей", which is Russian (and in Cyrillic lettering) for "1000 Thousand Rubles."
Since (with the exception of a massive 5 troy ounce gold coin issued in 1997) there has never been a coin with the denomination of 1000 rubles issued in Russia, I assume that you have a paper note.
I cannot speak to the value of a bill to a collector, although it would clearly depend on the year of issue and the condition of the bill. In terms of foreign exchange, if the bill was issued in or after 1998, the foreign exchange value of 1000 Roubles is (as of early November 2009) about US$35. It is also possible that your bill was issued by another entity within or near Russia (for example, the Transnistria region of Moldava, which also calls its currency the Ruble and uses the Cyrillic alphabet), in which case the exchange value (and collector's value) would be different.
