Clogged filter or if it is an older pool it could be a warn impeller (the thing inside the pump that moves the water. It could be clogged pipes from built up debris. If you remove the jest you can check for built up debris as It will generally collect behind the jets. another thing is a break in the line that would relieve the water pressure and thus less pressure at the jets. lastly your bypass valve having an internal leakage or not fully engaged.

Low pressure on the pressure guage before the filter indicates that the filter is clean. That is assuming that the filter is not damaged and letting water through unfiltered. As the filter collects more dirt it becomes harder for the water to pass through the filter and the pressure increases. When it gets too high you need to clean or backwash the filter.

It's hard to answer without some troubleshooting. The first thing likely is a bad seal in the valve. First look to see if water is coming out of the waste line where water comes out when you backwash. You will also be losing water if that is happening. You could also have leakage to other sections that will recirculate and you won't see water coming out of the waste line. Check the skimmer basket. If it is full it will not let sufficient water into the pump. Check the clear pot going into the pump. Is there air mixed with the water there. If so there is probably a bad seal on the cover, a plugged line between the skimmer and the pump or a skimmer full of trash. there can also be a leak inside the filter letting it bypass the filter media. Also check the gauge to make sure that it is accurate. They are cheap and easy to replace. There is a small curved tube inside that can become distorted by age or freezing.

There can be several causes but as a starting point check the pressure gauge. These are inexpensive and they do fail after a while. Just replace it with a new one and see if the pressure readings return to normal. IF they do it was the gauge. If they don't then check for channeling in a sand filter, a ripped or damaged or improperly seated cartridge in a cartridge filter, and worn or torn grids or damaged fingers in a DE filter. IF it was not the gauge then you now have a backup gauge for when it does fail (and it will!)

Your filter needs too be purged, after you purge it your pressure will go back up,

Pressure will build up in a DE filter when the grids inside the filter itself need to be cleaned. This should be done on an annual basis, but sometimes needs to be done more frequently. For example, when I used flock (an additive that causes small particles to clump together and sink to the bottom where they can be more easily vacuumed), this caused my grids to be clogged. (Note that the lesson I learned here was to use liquid flock not powder). Another way to reduce pressure is to add more DE. To do this, backwash your filter until the water is completely clear. Turn the pump valve back to filter mode and turn the pump back on. Pressure should be low at this time. Begin adding DE through the skimmer. I usually use 2-3 scoops (my scoop is about size of a small coffee can). Pressure may still rise a bit from when you first turned the pump back on, but it should stay lower than before you added the DE.
