Depends on what you mean when you ask heater and fan. This is what I'm assuming: When you get in your car, turn the heater on and no matter how high you turn the nob it just doesn't blow? Some Toyota models have a bad heater control unit, very costly but you may be able to pick them up used. My sister's highlander went out, I think it was around $500 to fix.
Or is it your radiator fan that isn't working?
Check the exhaust ignition interface. It could be a simple problem in the core module defribilator.
You would go to a mechanic and ask what the problem is.

It sounds to me you are using a fuel to low in octane, either that or your timing is wrong. Try running on 95 or higher octane fuel.
did some one accidentally put the wrong fluid in the master? if so this will cause this problem m,
could be thermostat or heater fan if you can hear all the speeds on the blower motor working then it could be your thermostat but your heater core might be plugged as well
Check for a blown fuse.
Check your fuses!
you need a new electric window motor...that one you have now is about shot
They will bright up when something is wrong. Each one means something different but you can use the users manual to figure them out.
