Either the firing pin is worn too short to fire the primer or the hammer spring is weak or broken ( assuming your ammo is good)
Not without endangering yourself and anyone else in the area. Stay with ammunition designed for the firearm you are shooting.

dry fire, generally dry firing a Remington shotgun won't damage it, especially on occasion just to put away for storage.
Any low brass shell made by a reputable manufacturer (Winchester, Remington, etc.) will suffice. They will cycle and fire - the Maverick shotguns do function like they're supposed to. Specific loads and shell types come into play when you have an exact purpose you want to use it for, specific spread pattern you're seeking, etc.
