I don't think it is necessarily wrong. It is okay to get a tattoo as long as it is representing something that truly has meaning in your life. It sounds cliche, but you have to think "will I really want this on me forever?". There are certain things that have probably impacted your life that you want to show appreciation for via tattoo. In that case, I don't think it's wrong.

If a tattoo is bulging it is very likely that the tattoo artist went too deep when he did the work. That could have resulted in scar tissue which will give the appearance of the tattoo bulging out.
