There is a small switch located with the brake pedal near where the pedal goes into the floor. This switch breaks easily or gets bent and is what signals the brake lights to work when you push the pedal. This is a very inexpensive replacement part found at almost all parts stores and just pretty much clips into place. Be careful when mounting it because by nature if the switch slips closed before its mounted it's then no good. Your parts dealer can show you what I mean.
I would guess that both of your brake light bulbs are burned out, and only the high mount bulbs are still working.
The left brake light works the right brake light doesn't and the bulbs is good

If you have the 3rd light working, then you already have a brake signal going to the back of your van. This eliminates the fuse & switch. I would check the bulbs again. I've seen bad bulbs that looked good. make sure the bulbs are correct for the vehicle.. make sure they are installed correctly.
Your hazard/turn/cruise module in the steering column has failed. The third light still works because the third brake light switch is mechanical tied to the pedal.
tail light bulbs has two filaments inside. One for regular lights and a second for brake lights. One filament is burnt out. Change the bulb.
It could be something as simple as a fuse, or bulbs, or it could be that something has ethier shorted out you wireing, or something has cut it, you might want to check with you local mechanic, or Chevy dealier.Answerrelay fuse under hood was culprit still only have right brake light
