louisXVI tried to pull France out of it's economic tourmoil with the help of his three finance ministers -Turgot,Necker & Calon.they opined that it would not be possible to improve France's condition until & unless the nobles were made to pay taxes, but the nobles were not ready to accept any levy of taxes.this forced louisXVI to convene the estate general.
A French economic crisis created by long term borrowing at high interest rates to support such efforts as the French military efforts in the Seven Years Wars and the American Revolutionary War.
Frankly, it can't. Before the Estates General, the King (and his minister Calonne) called an Assembly of Notables to try and sort out the financial mess the country was in. The notables, however, including six out of seven royal Dukes, turned out to be more radical than anybody had expected, and to demand great strides towards the representation of the people. Most of them also demanded the calling of the Estates, which is what the King simply had to do next. Once the Estates were called, the crazy voting system was bound to cause trouble, and again many of the Second estate (the Nobles) sided with the Third and helped them form a National Assembly, which produced the first Constitution.
France was in a deep financial crisis and the king wanted to find a way to solve this issue. The Estates General meeting was Louis XVI's last chance to meet the representatives of every French citizen (from the richest too the poorest) to debate on the situation.
