The Sussex Pledge of 1916 was a promise from the Germans. It was intended to stop civilian deaths during the First World War.

The Sussex Pledge was made by Germany after the US threatened to cancel diplomatic relations with Germany after Germany sunk a French channel ferry, Sussex, during WWI. The pledge stated that German submarines would not target passenger ships or merchant ships unless the presence of weapons had been established.
The Sussex pledge was wrote to mean that Germans could not invade foreign ships with that countrys citizens aboard. Hitler did exactly that because the ship held Jews. So to kill them he sank their ship.
The Sussex pledge was an agreement between the U.S and Germany. Germany agreed not to sink merchant vessels without warning or without assuring the passengers safety.
by avoiding sinking of US vessels by German submarines............... but, after Japan bombed Pearl Harbor, Germany declared was on the U.S.
