The US Census is held every 10 years. However, estimates are given each year by the Census Bureau. The Census Bureau even has a US Population Clock, giving estimates every second of the day.
The percentage of the population that has an advanced degree varies in every country depending on its literacy rate. However; in USA 30.4 percent of the population held at least a bachelor's degree while 10.9 percent held a graduate degree.
Not the Senate, but the House. The senate has two members from each state.
A full and complete census is called for by law every 10 years. One was just conducted in 2010, so the next full census is due to be conducted in 2020.However, in the intervening years, the Census Bureau still operates by talking smaller samplings of the population to address needs as directed by Congress and/or federal agencies.
The first census was held in 1790 and calculated 3,929,214 Americans. No year to year estimates were given until after the 1900 census, so the number is not known. However, the 1800 census calculated 5,308,483 Americans. So an educated guess for the population in 1793 would be about 4.3 million.
Just over 1% of the US population currently holds a PhD or professional degree according to the census data released in 2004. http://www.census.gov/population/socdemo/education/cps2004/tab01-01.pdf
