It depends on the state that the birth certificate was originally filed. For most states it is the public health department that maintains birth certificates. Many states also maintain these records at the county level, usually with the Clerk or Recorder of Deeds. For some states, birth records are maintained at the local level, such as the municipal clerk's office (New England states), or local public health office.
Death Certificates are generally not available on-line. Sometimes an index to death certificates may be available that way. It is best to check with the jurisdiction that maintains death certificates for the locality where the person of interest died.
