Without knowing in what part of the world this was seen it is not possible to say exactly what species it is. But there is no insect I know of with two sets of wings that are not on the same thorax.

What I think you have seen is two insects mating, joined tail to tail, and I have seen pairs of insects fly in this configuration.

What insect looks like large fly?

the insect that looks like a huge fly is a cicada, we used to call them July flys and if we found one we tied a sewing thread to one leg and whirled the thread over our heads to hear it sing. they do not bite. they eat plants and insects. if they eat your ornamental plants, spray with liquid sevin. my grandson is fascinated with them, so are my 12 week old kittens. they can be up to three inches long including the wings that when folded extend from the rear of the body.
