It really depends on the dog. Almost all of them need a lot of attention. However, I don't recommend an in-your-face always kind of attention, but more playing with them, walking with them, giving them a belly-rub, petting them, etc...
They thrive for affection and attention like all dogs

I think that why they do it is to get their owners attention.

There are some dogs that get jealous when they are forced to share attention. They start to push their way to the front so they get more attention. However, a dog will get used to sharing attention with another dog, it just takes a little adjustment, just like with children with new siblings.
