Like every bird, they're feather's keep them warm. Same as the Owl, they're feather keeps them warm but protects them too. That's why they are kind of fat.

The bird with black markings around its eyes is called a common grackle.
If it's in the Northern Hemisphere and sort of greenish, the size of a Robin, it's probably a either a Bohemian or Cedar Waxwing. See links below.

Apart from finding the feather, it means nothing at all. Not all naturally occurring phenomenon are to be interpreted as omens. Finding a black and white feather is one such occurrence. Unless the feather is from a bird with specific importance to you personally, I would say it is just a lovely bit of nature and bringing it home will if nothing else make you smile and perhaps remind you of the day you found it. It realy depends on how *you* feel about it, and what lead up to discovering the feather. In many Native American tribes a feather of any kind is a message. Many are found after you pettion for an answer, or pray. It is seen as a sign of your prayer or pettion being heard.
A quill is not an animal, but rather a hollow shaft of a feather, typically from a bird like a goose or turkey. It is commonly used as a writing implement historically before the invention of the metal dip pen.
The phrase about horses is actually, "That is a horse of a different color," not feather. The feather animal phrase is, "That is a bird of a different feather." The horse of a different color was in the movie, "The Wizard of Oz:" and the phrase means some kind of unrelated or incidentally related matter with a distinctly different significance.
