It's probably a northern flicker. It's a type of woodpecker.

I don't know, but I just spent a while looking at a bird that I thought was, at first, a Mourning Dove. This bird was perched on top of my front yard birdfeeder and seemed to be trying to figure out how to get down onto the feeding sill. This bird was very similar in color to a Mourning Dove, but the neck/chest feathers had light black rippled bands going from under the neck down onto the chest. The outside of the wing had larger dark blands on them. Tail looked elongated but was actually rounded. Pink feet that looked like a dove or pigeon - but weirdest of all - it had a large very orange beak that had a small black mark at the tip. The eyes looked very wide because there was a band of light color running over the top f them. The more I looked through the binocculars, the more I was sure I had never seen a bird like this. And, I can't find anything similar in any of my books or online. So, rather than answer and solve the question, I have posed same question - what is it? I'm dying to know. Any help appreciated
it is a bird and it is brown on the top, it has a white chest and has a black line on it's neck and has a part on it's neck that is orangish brownish.

You have given a pretty good description of a Northern Flicker. Did it have striping on the back and spotting on the underside? If so, then I am sure that is what you saw. This, by the way, is a species of woodpecker.

No specific research has been done on what colours an emu is able to see. Any studies that have been done of bird vision in general indicate that birds can see all colours, including ultraviolet light.
