Of course it is. I have been using it with braces and no problems what so ever. In fact, helps reduce the sensitivity in your teeth. Plus, there is no sugar in the toothpaste, good sign especially since you have braces.
It depends on whether you like the person or not. If the person is someone you don't like or who is unpopular, and everyone else does it, then it isn't rude because that's the kind of person where it's okay to "be rude". If the person is popular, or you like that person, then no-- it's not okay.
