You do not need to install any codec (or codec packages) for Windows Movie Maker. A video converter is what you need.
I downloaded a video player that is really powerful. After you install it, you can play all kinds of video files.
It can also be used as a converter to change video to any desired format.

Windows Media Player.

If your talking about a Youtube video, you need some kind of program like "Windows Movie Maker" where you can do awsome effects to all of your videos and add music. And yes "Windows Movie Maker" is free and is probably already installed into your computer.
I haven't used windows movie maker before. I kind of knowing it doesn't support mov format as import content. So you'd better converting the format into the contents that supported by windows movie maker, and edit it. Or you may try MPEG Video Wizard DVD to edit you mov videos, it accepts mov format as import content as well as output content.
"Poor" is a highly subjective description. Windows Movie Maker was never intended as a professional video editing tool. Nor are it's users typically the "artsy" kind, who would probably be more inclined to spring for software geared towards them, like iMovie on OS X. Windows Movie Maker is usually used to add title screens to videos users have made of video games and stunts they have performed in various sports. They are trying to show off their prowess in areas other than video editing, and Windows Movie Maker suits their purpose well.
Yes. For such kind of operations you will need a video editing program. In most operating systems today, there are pre installed video editing programs. For example in Windows there is Windows Movie Maker.
Video Pad and Video Spin have just about as many effects as Windows Movie Maker has. However, the programs likely don't have as many transitions in turn. You really can't ask for much more when it comes to free online video editing programs.
