When a charge is stationary then an electric field exists. If that charge moves uniformly in space then magnetic field arises around the direction of movement of that charge. If the same charge gets accelerated then electromagnetic disturbance is produced in the space. So any charge oscillating or moving in a curved path would produce electromagnetic disturbance. Energy produced in the sun arises from nuclear fusion of hydrogen nuclei, whilst nuclear energy used in power plants comes from fission of uranium nuclei. They are very different.
Sea water is used to cool nuclear reactors in emergency situations when fresh water is not available. We usually find very pure water used in nuclear reactors as a primary coolant. This water stays quite pure and retains little radiation after shutdown and cooldown. But if an emergency situation arises and the "regular" primary coolant (the fresh water) is lost, it must be replaced with any water to cool the reactor. Sea water is better than nothing.
Power plants do not produce "dangerous radioactive waves" or "dangerous electromagnetic waves" or "dangerous subsonic sounds" or anything of that nature. Coal fired plants may produces some sulfur dioxide but that's about it.Nuclear power plants produce some radioactive waste but the major danger arises from the operation in the US of such plants which is aimed at producing plutonium for bombs.
