He called it a Principate - himself a 'First Citizen', cutting a deal to share power with the Senators. He exercised power through surrogate offices, taking on the powers (not offices) of Tribune of the Plebs (veto power) and Pro-consul (governance outside the city) and control of the border provinces (where the armies were located).
Basically it was a monarchy, although he disguised the fact by referring to himself as simply the first citizen. He kept the externals of the republic, but made sure all the real power rested in himself. The proper name for his government is the Principate, although many people erroneously refer to it as the "empire".
