If a U.S. citizen, a birth certificate and a drivers license will work for adults. If you don't have a drivers license, certain other picture i.d.s, such as a military i.d., are acceptable. There is also a provision whereby another adult who has known you for a period of time can appear with you and swear as to your identity. The passport site is travel.gov, I believe.
