That's completely up to you. Are you willing to travel if your job requires it? If so, How far are you willing to travel? Are you wiiling to relocate? If so, where are you willing to go?
It depends heavily on the employer and what kind of job it is. The higher profile your job, and the more often you have to travel, the more likely it is that they will either provide you a company phone, or will reimburse you for your private cell phone use. Just make sure to check with them before making all those calls, and if they aren't offering a phone/reimbursement, you should take it up with them - if you approach them right, they may do something for you. The worst they can do is say 'no'.
