No, you most definitely do not need to live by the ocean to apply for a marine biologist job. It would be a hassle if you are required to work with the ocean on a daily basis, but you are not forced to live by the ocean.

If you lived in one of the towns or cities found in the Atacama you would have many of the same job opportunities as you would find in any town or city in the world. If you lived outside the cities, your opportunities would be pretty much limited to fishing on the coast or mining in the interior.
You travel a lot, so if you have a family it probably wouldn't be the best job. If you lived right next to the beach it would be a great job.
