In the UK the holder of a full category B (car) driving licence may drive any excavator, (which is deemed an item of engineering plant, designed or constructed specifically for engineering operations). Exemptions are granted under legislation for excavators which are classed as "digging machines", vehicles which are limited to travel on a public road only for the purpose of proceeding to or from sites - used for trench digging or any kind of excavating or shovelling work. The requirement for competence on site is another issue. By law employers should ensure that all excavator operators receive information instruction and training on the respective item of plant. UK major contractors may demand that excavator operators on their sites are in possession of a nationally accepted scheme, ticket/card, that highlights their competence. For example the National Plant Operators Registration Scheme, NPORS, is an health and Safety Executive, HSE, accredited plant training organisation.

Most would definitely demand that you are properly trained to operate an excavator. Unless you plan on pursuing a license, I would try and find an alternate method.
