He decided on Sea Monkeys because the shrimps apparently exhibit playful, monkey-like behaviour. Incidentally, brine shrimp are also sold in a more "scientific" form, in packaging designed to make the whole process of raising them look like a serious experiment instead of in packaging featuring the cartoonish images associated with Sea Monkeys. In this form, they are sold as Brine Shrimps.
