This really depends on your location, the age of your daughter and the occasion. Most people would agree that for an informal occasion, an ankle-length summer dress would be appropriate. There are also some cocktail and prom dresses that are ankle-length and are cut to fit teenagers for more formal occasions.
If the wedding is going to be indoors, it shouldn't matter if the dresses are winter appropriate as long as the weather inside the building is warm. I personally don't like long sleeved bridesmaid dresses, so I would go with short sleeve dresses or classic sleeveless tank dresses.
