Generally, static electricity is an excess of positive charges to be held in a material.
When a material has an excess of electrons, it has a negative charge. When it has a deficiency of electrons, it has a positive charge.
One can determine the charge for an unknown material by using negligible friction. One will then be able to compare reactions between different charges that are brought near the unknown material.
