Since Quartermaster General Joseph E. Johnston could not appoint civilian George B. McClellan to a Union officer position, McClellan asked Johnston to recommend him to a paramilitary organization operating in Central America. In the middle 1850's paramilitary groups were engaged in secret missions to overthrow Central American governments for the expansion of slavery. American William Walker had led such an expedition in 1855 to 1858. Johnston would not make such a recommendation for McClellan. The US government had turned a blind eye to such operations until US President James Buchanan banned these types of operations.
