In a word; comprehensive. NASA had a pretty much unlimited budget and were able to simply investigate anything and everything that might improve their chances of a successful Moon landing. The Apollo program was, by modern standards, incredibly quickly developed. Apollo 4 was the first (unmanned) flight of the Saturn V rocket in November 1967, there was one more unmanned test of Saturn V in April 1968 before Apollo 8 which was the first manned launch and that actually went to orbit the Moon in December 1968. A docking test in Apollo 9 in March 1969 was followed for by a "dress rehearsal" Apollo 10 in May then 9 weeks later the actual landing with Apollo 11.
