Goldfish release growth-inhibiting hormones into the water they live in: the more goldfish in a smaller space, the less likely they are to grow. For instance, if I have a common goldfish in a 5 gallon tank, it will grow to about the same size if I had 6 of the same fish in a 30 gallon tank. But leave that fish alone in a 30 gallon tank, and it will grow larger. This is why pond goldfish grow bigger. But goldfish won't grow at all in seawater; they aren't saltwater fish.

Although the goldfish are very small and it may be tempting to put many goldfish in a tank that large, you have to resist these urges if you want your fish to be happy and healthy. Keep in mind that goldfish grow very large: 6-8 inches for the fancies, 6-12 inches for the more common ones. The rule of thumb "one inch of fish per gallon" just does not work with goldfish. A more accurate measurement of goldfish per gallon would be " for each inch of goldfish allow 3-4 gallons of water". Hope this helps- and remember though the fish are small now, they will soon grow very large and beautiful.
Glofish actually need 20 gallons despite what stores are marketing now - they need to live in a shoal of at least 6. It would be best if you could get a bigger tank.
