Use Baking soda style toothpaste and a cotton ball in circular motion. Wash it first by swirling it in dish washing detergent combined with warm water. Rinse throughly in warm water and let air dry after each step

It depends how scratched it is, if it is not too scratched, try toothpaste. Rub toothpaste on the whole CD and leave it on for about 5 minutes. Then just clean it all off, dry it off and use it.
