I would guess it to be a hornet.
There are several types of wasps that can be identified as being black in color with white spots on various areas of their body. The most common type of wasp that is black with white spots on its tail is a thread wasted wasp.

Most likely a Tarantula Hawk, a type of spider-eating wasp. If it's large, slow moving, and seemingly not too afraid of you ... that's probably it. It is non-aggressive and won't sting unless you grab it or something, so leave it be, it will eat spiders!
