Tap water has been treated with chemicals to make it safe for drinking, not to mention that local minerals and debris from the pipes could make for a bad test sample. Pure water is a 7 on the scale, a true neutral.

Science knows no boundaries; you can use any liquids you want, for a science experiment. Normally, you would choose a problem or question to investigate first, and then determine what liquids might be useful for experimental purposes; it would be doing things backwards to first select a liquid, and then try to figure out what kind of experiment you could do with it - but if that's the way you want to do it, I'm sure it is possible.
