You can't buy one for that small amount and expect to max out all the settings or run most mods, at least not on a new one. If you can find a used year old high end computer for sale for that amount then go for it. Minecraft has gotten to be a resource hog, (Processor, Ram, video card) then add the extra grunt the mods need and it can bring a mid level laptop to it knees. Any newer computer should be able to run stock Minecraft but it may need to be set to the lower settings if the laptop is near the extreme bottom end. Mojang the makers of Minecraft are continually upgrading the game so it may run fine now but a year from now it may not be able to run at the higher settings if you bought a lower end computer.
