Depends what you mean by "causes." In our Universe, light simply HAS a dual nature. In some other Universe, it might not -- or maybe we're in the only Universe that exists. There's no reason that light HAS to have such a nature, it just DOES -- whether we like it or not. It's the same way with the strong nuclear force. There's nothing that we can notice that "causes" it to exist, it just DOES exist. If someonce could devise a fundamental law from which we could derive the fact of light having a dual nature, that would be epoch-breaking. But, for now, nobody's even suggesting that such a law even exists.
