Cresselia, Articuno, Zapdos and Moltres need the National Dex. In Cresselia and Mesprit's case, they're both roaming ones when you confront them in Full Moon Island and Lake Verity respectively. In Articuno, Zapdos and Moltres' case, you need to talk to Professor Oak in his Eterna City house and they'll be roaming around the region.
Darkrai, Shaymin and Arceus are also available in the game but you can't get them without a Nintendo event. Darkrai and Shaymin, their events have come and gone. Arceus is still as of yet unavailable for any player across the globe.
