German number plates are made up in a particular way. The first 1-3 letters denote the town:
1 letter = large cities (with exception of Hansa towns), e.g. B = Berlin
2 letters = medium cities, e.g BA = Bamberg
3 letters = areas without large cities, normally an abbreviation of an administrative area
