In Pokemon Soulsilver you can face Raikou at Level 40, Entei at Level 40, and Suicine at level 35. To catch Suicine youll have to chase him. Hell first be in Cianwood City, Then Route 39, then Vermilion City, then Route 14, then Route 25. Youll encounter him on Route 25 at Level 35.

Where do you find Raikou Entei Suicune in Pokemon crystal?
Suicune can be found in the Tin tower after you have cleared out the radio tower in Goldenrod City. That director will be so grateful and he will give you a key item called Clear Bell. Go to the building right to the burned tower. In side go up, a man will block you, but with the clear bell he will let you through. Then go up the stairs, three old men will attack you, defeat them and go on. When you get in the building the three legendary dogs will be there. Raikou and Entei runs off, but Suicune fight you. It is level 40 like all the other dogs. Entei and Raikou are hard to find, and you dont know where they go.If you dont use fly one single time, Entei or Raikou might be in the grass south of Goldenrod, in the grass that surround Gina Picknicker. I found Entei there. Raikou i found in the grass west of Mahogany town.

YES!!!!!!! as long as u use a repel no higher than super, all it "repels" are level 30 and below
Can you catch Suicune in Pokemon Crystal after you defeat him?
After you have defeated Suicune (or any of the legendary dogs for that matter), theres no going back. You have killed them, if you turn off your game and had not saved after killing Suicune, then you are fine. To make sure you don't kill him, a good move would be to get a Scyther, and make sure they know false swipe, since that will always leave at least 1 HP, then try to set them to sleep, and use an ultra ball. DON'T USE YOUR MASTER BALL. Suicune will not flee unlike Raikou and Entei, so save before you battle him and get him using an Ultra Ball. You could use your master ball on the Lugia (Level 60) or use it on either Entei or Raikou. I've also heard that you can get Ho-oh who will be at a high level.
