You would need level 60 to not burn it. It is always ten level above the original level to cook something succesfully. ☺
You cant stop burning rocktails even with cooking gauntlets. Usually you would stop burning fish when you reach twice the fishing level in the cooking skill.
At level 76 cooking you stop burning trout.
