Well it depends what level you are on the perk. For example you can be a level 6 medic, but be a level 1 sharpshooter, so the "better" one would be the medic. To level up on a perk you have to do the requirements for the next level (like for sharpshooter you might have to get a certain amount of head shots).The higher level you are on the perk, the more benefits you get. if you are asking which perk is simply "THE BEST", I will just say which ever one you are the best at.
Well first you actually need to unlock the perk. Once you are on your 14th experience level you can choose the perk. When someone is sleeping, you crouch and can perform a sandman kill! It give you a lot of points for a kill like that!
