i used to ask the same question, it is an awkward level to train pokemon, because pokemon are either way too low level or too good. i would suggest going to the best city you can visit and trying to find a place to just stay and battle until your pokemon's level rises. challenge gyms to unlock new cities and training places. plus it also depends on the type of your pokemon. if it is fire i suggest hanging around grassy areas and training, if its a grass pokemon i would suggest fishing and fighting whatever you hook, if its water, it's kinda complicated unless the pokemon knows strong moves. hope i helped you out with your problem
