Feebass does not evolve at a specific level, you need to increase its beauty to maximum using poffins (in Diamond/Pearl/Platinum) or when traded while holding a Prism Scale (Black/White)
You can still evolve it in HG/SS, by taking it to the various grooming places. While the grooming normally increases friendliness, it also increases Beauty, even though this is never used or shown in any other way.

When you find a feebass that likes "dry poffins" it's time to find pamtre berries. They can be found at heart home city in Pamtre square or by visiting the berry master who is near heart home city. They are rare so it might take a while. Once you collect a pamtre berry plant it at diffrent area's in sinnoh. Once you've obtained enough berry's 10-20 should do go to heart home city and make poffins. Be sure to save your game before makeing poffins and have feebass in your party too. Begin makeing poffins and feed them to feebass. After feebass beauty is at maximum you must raise it up a level. I suggest fighting pokemon near veilstone city you can even use an experience share or also you can begin with it in your party and switch it with a stronger pokemon. Also if you have a rare candy you can use that to raise it up a level. If you've done all of these feebass should have evolved into milotic if not restart you game and make more poffins and try training it up again.
