You must use a water stone to evolve it
Whirl islands are in the johto region which is not in firered.
polywhirl does not evolve by level to get a polywrath you have to use a water stone. If you want politoed, trade poliwhirl with somebody, and it will evolve into politoed.
You can find Horsea around Whirl Islands, and I suppose you can evolve it from there.
