It isn't the level, you have to make it happy. You can make it happy by having it in your party, using items on it in battle, letting it hold an item, and battling it. But never let it faint , that will completely slow it down,

once its evolved to its second form u should use an egg stone to evolve it into a togekiss

∙ 13y agoyou need to get it to at least level 20 by using the Exp. share to get it strong, then just normally battle with it until its happiness is maxed out
