in soul silver/heart gold its level 50(found somewhere i forgot where) like moltres(found at mt.silver at level 50) and last zapdos(found outside the power plant) but the main legendaries in soul silver and heart gold are lugia and ho-oh(ss lugia 45 ho-oh 70 hg ho-oh 45 lugia 70)(i already beat the whole game SO THATS how i know like everything about ss and hg
