After the elite four (not confirmed) go to the house in Eterna Forest (near the Eterna side exit). Go into the rooms one by one and talk to the TVs there. One of the rooms will have Rotom in it. Rotom is level 15.

You should go find Professor Oak and afterwards go to the Old Chateau. You will see the gym leader outside the house but she won't go in so you'll be sent in her place. After that you can go to the room with the T.V. and rotom will come out. It's only lv. 15 though.To catch rotom in Pokemon platinum you have to examine the T.V. in the Haunted Poke Mansion (In eterna forest you will need cut to access) between 8pm and 4am. rotom is level 20 so bring Pokemon around that level. No you do not need a special iteam to catch rotom, you only need the secret key to get another form of Rotom without the secret key you can just get the original formtee hee hee
