A lieutenant governor operates on the provincial level and is appointed by the Governor General on the advice of the Prime Minister and in consultation with the province's Premier. The Governor General and the lieutenant governors carry out various constitutional duties as well as representing the Queen in their jurisdictions.

This depends on the situation and place. In many places, the Queen's representative is the Governor General at federal level, and for provinces it is Lieutenant Governor and for territories it is Commissioner. There is no representative for Municipal level
